Their concern, obviously, is that their enemies will use nuclear weapons against them (which Iraq *very* likely would have)... and in all honesty, the US does not have to “green light” stuff like this. Israel has proven that they can go it alone in situations like this — they have a powerful air force, and are willing to face world criticism when it comes to burgeoning nuclear threat.
