no it would not be groundbreaking at all as since 3g has ever existed in europe they have had dual camera phones with video telephony. I remember I had my first mobile phone call with my parents around 2003.
the reason for which the mobile companies do not sell them in america is that they would not work as Americas 3G is only comparable to Europe’s EDGE connection.
