These are tough times for America’s smallest state. Home to no more than 1 million people, Rhode Island is sandwiched in between Connecticut and Massachusetts. The state is ranked 46th in friendliness to business and records the highest unemployment rate in the country and additionally an above-average foreclosure rate.

Rhode Island currently has a budgetary deficit of $372 million. At 11.4% of the entire budget, such a gap is among the worst in the nation. The state plans to take several measures to turn around the dismal economic climate; becoming an clean energy and biomedical hub, along with slasing the 9$ corporate tax. The latter would move Rhode Island to 16th in business friendliness.
But if all else falls, their is always the backup of taxing - believe it or not - sex. In 1972, a state official proposed a $2 levy on sexual intercourse. A levy that only men would pay, which may sound sexist but then it is the men who are seeking the sex.
You may ask: how does the state enforce such a levy without violating privacy rights? Of course, the levy would not apply to normal couples. Rhode Island is one of two American states where prostitution is legal. The other is, of course, Nevada. The $2 tax would be paid at brothels only.
Why should the women pay such a levy? They shouldn’t, the men are sexing the sex and it is fitting that the levy would only be charges on them. But if a woman visits a male brother, make her pay!
Of course, I am opposed to the idea entirely because I oppose new taxes on principle.

I wish they would figure out a way to make drug dealers, hit men, arsonists, mobsters and all others who make a living from nefarious behavior pay taxes on it.
