France :

It was Charles de Gaulle who pulled France would of the North Atlantic Treaty Organization. It is clear why de Gaulle would remove France from NATO and why the nation was returned until now: the French are resentful of the Anglo-Saxons. de Gaulle hid out in London when the Nazis took over his country and established the collaborationist Vichy government.

It was American troops who liberated Paris, but we were kind enough to let the French troops led by a returned de Gaulle to lead the march down the Elysse.

But American could never win an regard from a nation bitter due to its loses to Germany twice in a few decades, and the French just took at their snobbery against us innocent Americans.

France Back In NATO After 43 Years
[Wikipedia.]

The French have always sought to be the head of a non-Anglo-Saxon world. Former President Jacques Chirac desperately wanted to see a bipolar world [instead of the unipolar American one] that France would co-lead.

But America is the hegemonic power and wishing it otherwise won’t change that. And besides even if there was a bipolar world, France would not lead it. And especially not under the governorship of a man who was recently hospitalized after being attacked by his pet poodle.

Well, under Americophone Nicholas Sarkozy the French have finally decided to break bread with the Saxons. France was returned to NATO [France never entirely left NATO, just its military hierarchy]. It required a parliamentary vote. And after MPs from both sides criticized the idea of an American-led NATO - they just couldn’t help themselves - it passed handsomely.

Obama welcomed the move
: “I enthusiastically welcome the decision made by French President Nicolas Sarkozy to fully reintegrate France into the NATO Alliance. . . . France is a founding member of NATO and has been a strong contributor to NATO missions throughout the alliance’s history,” he said. “The United States is committed to its success, and knows that it is through close cooperation with allies and partners that we can overcome our most difficult challenges.”

France has been absent from NATO for too long. Although it was always close by during the cold war, with troops in Germany, it nevetheless was not a full participant. As I recall they also provided Liaison Teams to US, and German Commands. A good move for a stronger Alliance.

Sarkozy is not really a Gaullist he is a Blairite. He does not share the Gaullist vision of a strong independent France having unique foreign policy objectives . He wishes to be commanded from America much in the way Tony Blair was, whom Sarkozy has modelled himself on . He wants to act as a sort of bridge between America and Europe. In the next few years I expect to see France very much more beholden to the US as Britain became under Tony Blair.

NATO as is right now is nothing more then extension of of US and UK armed forces and military policy. It is an over blown, over budget organization that bows to US and UK interests. Before France joins there should be serious reforms in line with the European needs and not the same old cold war bickering about the Russians and Communism. Military hierarchy may be necessary making war should not be the priority.

The notion of France as a military power has always been something between an illusion and a joke. It's a positive step, I guess, that they're finally seeing reality and willing to take orders from the US. However, before the US lets France into NATO, it should get a guarantee that the French will continue to spend the 2% GDP minimum on its military. Europe as a whole is largely irrelevant now, so there's really no need to let France back in unless they're willing to spend the requisite amount.

It's a good thing France is returning to its rightful place in NATO, but it needs to be a serious commitment. If they are intent on being more internationally assertive via NATO, they need to put their money where they mouth is and actually fund a modernized military.
But they have the right idea, trailblazed by America and the UK: highly mobile expeditionary forces are what the times call for.
